PortBUG: Network Projects Update, June 2026.

On Tuesday evening this week the BUG coordinating group met with staff from the PAE Transport Group – Shaun (Manager – Transport) & Matt (Transport Planner).

Matt & Shaun kindly provided us with an update on projects drawn directly from Council’s Walking & Cycling Plan as well as a number of others that stem from public feedback & discussions with the BUG.

It’s worth noting how keen staff are for the public to make use of Council’s ‘Participate PAE’ pages to help identify need for new cycling & walking infrastructure. Link below!

A Comprehensive Update on Key Projects, Progress & Plans for 2026/27/28.

1. The Port CBD Transport Project (including the proposed LATM).

PortBUG has had many discussions with staff over several years re this project. It will cover all aspects of people movement & transport activity within the Port Adelaide CBD area, bounded to the west & north by the Port River & to the east & south by Perkins Drive, the Gillman Rail Yards & Grans Junction/Bower Roads. Matt & Shaun:

  • explained that a comprehensive community, business & industry engagement process is not too far away (possibly commencing in early July). It will be led by Council’s Participate PAE & marketing staff & will include a comprehensive LATM (Local Area Traffic Management Plan).
  • reiterated Council’s previous commitments to a number of key principles, including pedestrian & cyclist access & safety as well as more uniform & appropriate speed limits.
  • pointed out that it will be a more complex & lengthy process than the usual ‘residential area’ LATMs & will demand a great deal of public input & participation.

2. Federal Budget & New Active Transport Funding – Possibilities for PAE. Little information is available as to the fund’s priorities & focus. Staff will seek information & canvas possibilities for implementing the PAE Walking & Cycling Plan.

3. Proposed Changes to the OHG & projects previously discussed. Most of the projects discussed involved new & improved signage (including ‘plinth-style’ signs & route maps), additional ramps & median refuges & possible route enhancements such as an alternative access pathway at the junction of Fletcher & Military Roads & via Brenda Trc. Staff emphasised that they seek & rely on continued feedback from Greenway users! Ongoing implementation over 2026-27.

4. WauWa St bikeway access, Harbor Loop Stage 2 & the proposed St Vincent St Bikeway.

  • Wauwa Street in Port Adelaide could potentially provide a continuous & more direct connection between the eastern approach to the Diver Derrick Bridge (on the Port River Bikeway) & the Inner Harbor & the Port CBD. Longer-term improvement & use of existing infrastructure to achieve this is difficult due to developer & DIT ownership issues & development schedules. In the short-term an interim access point & signage will be provided by Council.
  • With the construction of the new pedestrian bridge across the Inner Harbor, the development of the long-promised Harbor Loop Stage 2 seems a reality. The area remains an active building site so for now access remains limited, but it is now possible to cross the bridge & walk north along the Port River.
  • Council remains committed to establishing a northern-side off-road bikeway & continuous southern-side bike lanes on St Vincent St, Port CBD (between the Todd St & Perkins Drive intersections & Todd/Wauwa Sts respectively).
    All the St Vincent St works have funding. The new St Vincent St bikeway is awaiting the under- grounding of power lines. New sections of bike-lane will probably be installed over 26-27.

5. Secure School Pedestrian & Cycling Access Project: There are 32 schools in the PAE Council area. Staff expect to see the consultant’s report on school access & recommendations over the next month. Ongoing project.

6. Proposed New Footbridge Over Torrens: Stemming from a suggestion from a resident, a new Torrens footbridge is proposed aligned with the end of Cookes Road & giving more direct access to the Lochiel Park recreation & residential areas. Council is pursuing a feasibility study, including possibility of a joint funding arrangement with Campbelltown Council.

7. Ongoing Bike Parking, Ramp & Refuge Projects: This project has installed parking hoops at around 25 locations – about 10 new locations per annum. Approx 75 hoops have been installed! Several more locations are currently planned for the Port CBD & the council’s eastern suburbs.

Council are currently working on improving & replacing kerb ramps across about 80 locations & largely based on community feedback. This ongoing project is budgeted & will proceed one suburb at a time.

8. Gillman Railyards Bikeway Projects: Stage 1 (McNicol Terrace to Florence Terrace) should be completed very soon. Funding has been sought for Stage 2 (Florence to Railway Trc & connection to the Rosewater Loop route). Noted that the State Gov’t has made an election commitment of $1.5M to the Loop Project!

BUG noted that the pathway surfaces of pre-existing sections of the bikeway to the west were rough & disturbed by tree roots etc. Staff advised reporting such issues via SnapSend&Solve for their action.

9. East-West Bikeway: This proposed new route will extend the Gillman Railyard pathway beyond Eastern Parade & through Ottoway & Wingfield into the Parks area. BUG has suggested that this be developed as much as possible despite the difficulties presented by GJRd. Staff indicated that in the new f/year design work will be sought for a route along the council-owned open drainage channel reserve (next to Plymouth Road) as far as GJRd. They will also seek further design work for the southern section of the drainage channel reserve pathway over the 2027-28 f/year.

10. Improved Access to Linear Path/River Torrens Bikeway: Public feedback via the online Participate PAE site has pointed to need for improved access to the Torrens Linear Path along with improved kerb ramps & better signage. Further feedback is encouraged, particularly regarding bike parking needs & locations.

11. Secure Bike Parking: Staff noted that DIT is installing a new secure ‘swipe- card entry’ bike parking enclosure at Woodville Railway Station as well as new ‘servo-controlled’ automatic pedestrian crossing gates adjacent to Kilkenny PS. Staff & BUG noted need for several more such cages & crossings along the Outer Harbor line. PAE staff will liaise with DIT’s Cycling Team re these needs.

12. Improved On-line Maps – PAE Cycling Network: Matt is planning major improvements to Council’s online cycling pages & network maps, including downloadable ‘Strava’ resources. Planned for 2026-27 f/year.

13. Mersey Road Bikeway Improvements: The Mersey Road Bikeway (starting via off-road path access at the Nelson St/Victoria Rd junction & the western approach to the Diver Derrick Bridge) runs parallel to Victoria Road & provides a more secure bicycle connection for Lefevre Peninsula workers & residents. It is shaping up as an important connection for workers at the existing & proposed shipyards at Osborne & Outer Harbor. The Mersey Road Bikeway is an ongoing project – current work includes:

  • improved way-finding & signage
  • improved route arrangements & access linking to Beach Road
  • new shared paths along Beach & Victoria Roads with secure crossings & connections to Osborne Road (shopping facilities, services, rail stations & the Outer Harbor Greenway).
    These works are planned for the 2026-27 & 28 f/years.

14. Black Spot Responses: Council has identified a cycling-related Black Spot – the roundabout at the Wills/Mead Street junction on the Outer Harbor Greenway (north). Black Spot funding is a criteria-driven Federal grant program. Staff propose specific improvements to the roundabout, notably:

 installation of BAS – Bicycle Awareness Zones
 raised ‘splitter’ islands to create a more ‘radial’ (& hence slower) traffic around the round-about

This work is scheduled for later in 2026. If successful staff are keen to consider use of such design improvements at other similar locations. To this end they request feedback from the community via the Participate PAE mapping page.
